NEW MINIMUM WAGE FOR PRIVATE SECTOR
It is important that employers note the following:
2026 sectoral minimum wages approved and effective retroactively from 1 April 2026
The Government of Mozambique has officially approved and implemented new minimum wages for 2026, replacing the concept of a single national minimum wage with sector- and sub-sector-based minimum wages.
Following negotiations within the Labour Consultative Commission (CCT), the Council of Ministers approved revised minimum wages covering 18 economic sectors and sub‑sectors. The new wages are legally effective from 1 April 2026 and apply nationwide to the private sector.
Employers operating in Mozambique should:
- Immediately review employee classification by sector and sub-sector
- Update payroll systems to reflect the applicable minimum wage per sector
- Apply the new rates from 1 April 2026, including retroactive adjustments where required
- Pay particular attention to businesses operating across multiple sectors, where different minimum wages may apply within the same organisation
Failure to apply the correct sectoral minimum wage may expose employers to labour law non-compliance, back-pay claims and penalties.

The wage adjustments were announced through an official government press communication following the Council of Ministers meeting on 28 April 2026. Implementation is based on this approval, with sectoral ministerial instruments published separately where applicable.
