SOCIAL SECURITY, FAMILY ALLOWANCES AND MINIMUM WAGE UPDATE
It is important that employers note the following:
Decree #422 – NSSF family allowances and NSSF ceilings
The Lebanese government published Decree No. 422 in the Official Gazette No. 27 on 19 June 2025, introducing revisions to family allowances administered by the National Social Security Fund (NSSF).
Effective 1 July 2025, family allowance benefits are as follows:

Additionally, Memorandum No. 793, issued on 20 June 2025, updated the monthly salary ceiling used to calculate NSSF contributions and confirmed that Decree No. 422 would take effect from 1 July 2025.

Decree #699 – Minimum wage
Lebanon’s government has officially increased the minimum wage for private sector workers. As of 1 August 2025, the new minimum monthly salary is LBP 28 million, up from LBP 18 million. Daily wages have also risen from LBP 820,000 to LBP 1.8 million.
This change was approved by the Council of Ministers on 27 June and signed into law by President Joseph Aoun on 18 July. The official announcement was published in the Official Gazette on 24 July 2025.
